Enable Design Download icon regardless of order status

The Download Artwork should be available regardless of order status.  Our art department commonly works on artwork before the goods arrive and it is a pain to retrieve the artwork when the goods have not been received.  

This is also true with quotes.  Sometimes we do preproduction physical samples and we would like the ability to easily click the download art icon and access the artwork.
