Calculate minimum order amount at check out

I would like to have a feature that allows a customer to order less then the minimum amount of items, fill a cart with other items for the same production type, then have the system check to see if the order meets the minimum amount of items.

For example: I have a minimum of 10 embroidery items needed to fill an order. A customer wants to order 3 long-sleeve and 8 short sleeve shirts to be embroidered (with the same design). As far as I can tell there is no way of filling that order currently.
