Unlimited Logins for One Location's IP Address

I would like to have an iPad at each machine to update when the production item gets completed, but with the current licensing structure it would take up a lot of licenses to do that. Could we whitelist a single locations IP address (WAN IP) to have unlimited logins license free, so that I can setup a bunch of iPads?
