Ability to disable store commission on an order/quote

Two uses for this
One - for Store Owner's own orders to not have to be processed through our main site manually
Two - for replacements/size adj after the fact of customer orders

We wanted to be able to permanently disable the commission part per website as it's just not relevant to most of what we do.
