Setup fee for customers outside of Business Hub

We market directly to consumers. We would like to add setup fees to certain products. For example, an engraved award might require a single setup charge no matter how many awards are purchased. So the fee cannot be added to the per piece price. In addition, there might be a quantity point where the setup fee is eliminated. For example: Buy 50 widgets, pay $20 setup. Buy 51 or more widgets, no setup fee.
