Orders on Hold Pulling Inventory

Orders on hold should not pull inventory until the order is off-held. This way, new inventory is not ordered before the old can be pulled for the order. This could be a feature to be turned off because I understand that some companies like this feature of having new inventory on the way before the orders are placed.
