Out of Stock - Allow in Business Hub

Since products are specific to supplier, we are not able to add "out of stock" items to the business hub even though another supplier has them. The real issue is when you copy an order, the items won't show up. I would like for them to show up - maybe with a warning but then we can make a change in the business hub side. Right now we have to rebuild the item with art and everything. 

I saw other requests for more options for out of stocks, I think having this as an option as well for shops that are not using live ordering would be nice. AND with Alphabroder being pulled many of our quotes need to be redone.
