managers approval- Affiliate store

I need an option in an affiliate store so that when the order is created by a regular user, that order actually goes to the company manager for approval. Only after the manager approves the order it comes on my end as an approved order.

We have 2 affiliate account already requesting this feature, they want to make sure that their staff is purchasing within limits and not ordering too much on the company account. Currently, we are managing this manually by placing orders on hold and then emailing the manager for approval. This will get difficult as the number of orders grow and I am sure some orders will slip through the manual process
