Automatically Create Artwork Job - WITHOUT a fee

We need to proof/approve artwork before it is sent into production. But we don't charge Artwork Fees. So having a list of sometimes 4, 5, or more Artwork Fees that are $0.00 is unnecessary and clutters up the Order page.

Can we add a Checkbox under Decoration Processes > Artwork Fee to enable the Artwork Job with or without a fee?
