Custom Products affected by Smart Select Rules

Our company would love it if the manually loaded items would be able to use the Smart Select Rules for decoration processes. For example: when a decoration process is enabled, the process becomes active in all supplier or catalog items but not the manually loaded products. We would love for this to change.
