Allow unspecified sizes as on option on quote only sites

For Stores that are quote only currently a customer needs to input a number in a size field to allow the quote to progress into business hub. Can the BH set up be available in quote only stores where un-specifed sizes can be used for the purpose of the quote and only when it goes to order does the breakdown of sizes need to be input.
