Ability to waive additional fees based on quantity

I would like to waive certain additional setup fees if a quantity is above a certain amount. For instance, if a customer orders 48 or more embroidery items with the same design I would like the system to automatically waive the setup, if the customer orders 72 or more of products with the same silk screen design I would like the system to automatically waive the silk screen setup. This would be an available input field when setting up additional fees.
