moving items to a new job

We have an issue when creating an order and for example we put 6 line items of different product on a job. Then we go to create a PO so all items are on that PO we send to our vendor. With stock being an issue sometimes say 4 items are available and 2 then are on backorder and takes another 2 months to get. We would like to bill out for the 4 line items that we get and we produce and ship but we can't just ship for those 4 items on the job. I guess is there away to program your system so we can do this or take the two line items that didn't come in and be able to move those to another job so the PO that was created to follow to that job?
