Download design templates without having an order placed

I think this has been brought up before but we need to be able to download design templates whenever we like without having to have an order placed to do so. We need to be able to do this in bulk action or single designs (from the stock designs menu in back end). Many instances where customers don't want to use the design tool to alter art themselves or maybe they want something changed that is out of the scope of the design tool capabilities. Everyone should be able to easily build an onsite database of design template files that they can edit from their computers when customers can't or don't want to.
