Ability to Hide / Set Availability of Payment Gateway For Affiliate Sites

At the moment we can set the availability of all payment methods except the Payment Gateway itself. Some affiliate sites only allow customers to pay by account, but at the moment it is not possible to turn off the Gateway so that "Add to Account' is the only option.
