One Time Setup Fees for Bulk Products

We want to charge a one-time fee when bulk products are ordered. The issue we're running into with the current system is that if a product has a 48 minimum with a one-time setup fee of $40, the set up fee is being applied to each of the 48  items rather than just once for all 48. 

We've used and set up extra charges in the past, but it has to be done manually which we are trying to move away from. 

We'd love to see an automated way to add a one-time set up fee to these bulk items.
