Purshase Orders to add inventory, with Stock in ZERO "0"

We would like to add stock with Purchase Orders, but the item does not appear when it is at “0” or has “Closing out” active.

We would like to be able to add inventory when there is NOTHING in stock and without having to deactivate the "closing out"

Is it possible to improve this?
