Open internal note image attachments in popup window

Similar to the change in Art Approvals and Production Worksheets.  Have attachments in internal notes show as a pop up and give the option of downloading or view instead of auto download.

Currently if a file is attached into internal notes of an order it automatically downloads. It would be great if you could just view the attachment larger and not download or have it be an option to view or download.
